I don’t agree with this statement. In America, racism is exclusive to white people. Racism, at its core, is about power. The most powerful group in America is white people.
Also, it is incorrect to label it as colorism too. Colorism is usually confined to prejudice and discrimination within a race. It is more correct to say that there is colorism within the Asian community than to say that colorism is between Asian and Black communities. You really seem to be referring to prejudice and discrimination here rather than racism or colorism.
Asian people can be prejudice or discriminatory towards black people by their interactions with the community, but I wouldn’t call that racism. It is crucial to remember that racism often necessitates the need to exercise power and authority, which historically speaking has only been afforded to white people.
